Manager, Environmental Sciences

This Manager is responsible for managing the core business processes within the Environmental Services Section of the Technical Compliance Department. These processes are associated with providing chemical and physical analyses and advisory services relating to compliance with federal, state and local environmental, and health and safety regulations. The incumbent manages professionals and others responsible for carrying-out the daily functions necessary to ensure programs are in compliance with PGW corporate policies and applicable federal, state and local laws. This M2 is recognized across PGW as an advocate for the department. Others will consult the incumbent before implementing a changes affected by these programs in order to ensure specialized insight is provided. The M2 provides recommendations for future plans in the environmental compliance realm, providing draft annual plans and having significant input on the departmental budgeting and planning. Impact of decisions may not be measurable until 6 to 12 months after decisions are made

Responsibilities include:
Environmental Compliance
1. Oversees the overall planning, implementation, maintenance and improvements of policies and procedures for ensuring safe working conditions from a technical perspective, compliance with various environmental protection and safety laws and regulatory agencies especially for air, water, soil quality, environmental health and safety testing requirements. This includes but is not limited to providing oversight for:
o Laboratory facilities and technical procedures to assure timely and high quality testing and analytical services
o Efficient and cost-effective waste disposal program for the disposal of hazardous and residual waste and for the cost-effective recycling of applicable materials
o Programs and procedures for environmental quality control of processes, utilized materials and operational conditions impacting, public safety and potentially negative health exposures to PGW personnel, facilities and the surrounding community.
o Programmatic response and clean up procedures for complaints of airborne and waterborne contaminants
2. Develops, implements and maintains health and safety surveys, evaluations and training programs in conjunction with the other department managers to ensure maximal safety of PGW employees and facilities as it relates to:
o Exposure to potential toxins, flammable liquids and gasses, mercury, asbestos, polychlorinated biphenyls and other hazardous materials.
o Use of necessary safety equipment, tools, and handling of hazardous materials
o Reporting potential hazardous conditions and emergency situations
o Conducting relevant tests and evaluations of aforementioned as required and requested
3. Provides liaison services for PGW departments and various City, state and federal regulatory agencies to assure timely communications, responses and compliance as required by law.
4. Oversees the work of contractors removing or encapsulating asbestos or lead paint at PGW locations.
5. Works with the Marketing department on identifying chemical & environmental services that can be marketed to area community and businesses; identifies scope of work required, cost of services and coordinates service with existing instrumentation capabilities.
Personnel Management
6. Assesses employee needs ensuring subordinates are properly trained and adhere to company policies, practices and procedures including collective bargaining agreement when applicable. Supervises subordinate quality of work and work activities by determinining priorities of activities, making work assignments, monitors projects, and providing direction and assistance as required.

Finance & Accounting
7. Cost effectively obtains the latest technology available to enhance the accuracy and efficiency environmental programs.
8. Develops justification for all capital projects and monthly justification for all variances for the operating budget. Assists with the budget development process and manages the spending for area of responsibility for both operating and capital budgets.
Other Related Functions
9. Ensures all projects align with PGW and Technical Compliance Strategic Plans; works with Senior Team members to develop, monitor and maintain systems that ensure alignment throughout implementation of the project. Anticipates and identifies issues inhibiting the attainment of project goals to develop and implement corrective action.
10. Keeps abreast of current trends in environmental engineering as they relate to building standards, workplace hazards, incorporating green initiatives, etc.


Requirements:

Qualifications:
„X Bachelor?s degree in Chemistry, Chemical Engineering, Environmental Engineering, Environmental Sciences, or similar degree required.
„X 5 ? 7 years experience with exposure to science and technical disciplines, knowledge of gas chromatography and instrumental analyses; 1 ? 2 years as a team leader or supervisor
„X 40 hour Hazardous Waste Operations Training (HAZWOPER) required
„X Must be familiar with chemical testing and evaluation, and complex reporting formats involving calculations, variables, spreadsheets, and databases.
„X Must have supervisory skills with the ability to create a professional and constructive environment that fosters a team-oriented and customer service approach to day-to-day operations
„X Must have knowledge of scientifically approved and recognized methodologies with the ability to apply learned things to ensure the accuracy of results through appropriate quality control and quality assurance measures
„X Must be have knowledge of federal, state and local public safety regulations covered by Occupational Safety and Health Administration, Environmental Protection Agency, Centers for Disease Control, etc.
„X Must be self-motivated with the ability to work independently on both routine and non-routine duties and assignments, with little or no assistance supervision required to perform job functions.
„X Must have communication and interpersonal skills with the ability to interpret and convey technical information in clear terms for non-technical staff of all business disciplines. Must have strong technical writing skills.
„X Must be flexible to work between sites and out-of-hours for various projects
„X Must have a valid Pennsylvania Driver?s License with good driving record

Residency Requirement :
All employees of the Philadelphia Gas Works (PGW) must live in the City of Philadelphia for the duration of their employment. If a candidate does not live in the City of Philadelphia at the time of hire, he/she must move into the city within twelve (12) months of his/her hire date.
